Utility crash via malformed IPv6 include rule

Out-of-bounds read in AppNeta Tcpreplay tcpprep 4.5.1 allows context-dependent attackers to crash the utility via a malformed options file. The include-option path passes a two-byte string through parse_xX_str and parse_cidr to mask_cidr6, which reads one byte beyond the heap allocation. An operator must load the supplied file, and the demonstrated consequence is termination of the tcpprep process.
