Freight charge manipulation via negative configuration values

Business logic error in litemall 1.8.0 and earlier allows remote authenticated users to set negative freight charges through the admin API. The /admin/config/express handler accepts negative litemall_express_freight_min and litemall_express_freight_value values without enforcing nonnegative shipping rules. An administrator token is required, and successful use changes shipping calculations in a way that can cause economic loss.
