Stored script execution via unsanitized neighborhood name

Stored XSS in Portábilis i-Educar 2.0 through 2.10 allows remote authenticated users to inject script through a neighborhood name. The Editar page at /intranet/educar_instituicao_cad.php stores the neighborhood-name value without neutralizing it before page generation. High-privilege access is required to plant the value, and a later user must load the affected page for the script to run in that user's browser.
