Service interruption via uncapped ASN.1 OID conversion

Resource exhaustion in Bouncy Castle Java and Java FIPS affected releases allows remote attackers to interrupt services via crafted OIDs. ASN1ObjectIdentifier accepts unbounded encoded OID contents and can consume excessive memory while converting parsed values to decimal strings. Exposure requires an application to consume unvetted or otherwise unvalidated ASN.1 encodings from an external source; confidentiality and integrity are unaffected.
