Diagnostic data interception via cleartext call-home

Cleartext HTTP in YugabyteDB 2.20.0.0 through 2.20.6.0, 2.23.0.0, and 2024.1.0 through 2024.1.2 allows attackers to intercept diagnostics. The call-home diagnostics client sends collected telemetry to its service over unencrypted HTTP instead of protecting the payload with TLS. Network-path access to the outbound diagnostics connection is required, and exposure is limited to data present in the transmitted telemetry.
