Stored XSS via excluded notice routes

Stored XSS in RuoYi 4.8.0 and 4.8.1 allows remote authenticated users to execute JavaScript in another user's browser. The editSave handler stores noticeTitle and noticeContent without sanitization because /system/notice routes are excluded from the XSS filter, and later views render that stored content. Access requires system:notice:edit permission and execution requires another user to view the altered notice, enabling actions in that user's session.
