Authenticated project deletion via unchecked projectID ownership

Missing authorization in LitmusChaos Litmus 3.0 through 3.19.0 allows remote authenticated users to delete other users' projects. The delete_project handler accepts a projectID path value and deletes the referenced project without verifying that the requesting user owns it. Any authenticated account that learns or guesses another project's identifier can permanently remove that project while leaving its own project intact.
