Restore-user code execution via untrusted psql meta-commands

Code injection in PostgreSQL before 17.6, 16.10, 15.14, 14.19, and 13.22 allows remote authenticated users to execute code during restore. pg_dump and pg_dumpall fail to prevent origin-server data from becoming psql meta-commands, while plain output from pg_restore has the same flaw. Exploitation requires superuser control of the origin server and restoration of the crafted dump with psql; commands run as the restoring user's OS account.
