Account impersonation via skipped registration email verification

Improper authorization in atjiu pybbs 6.0.0 allows remote attackers to register accounts using unverified email addresses. IndexApiController.register creates and signs in a user without requiring an emailCode and passes true as the activation flag, even when user_need_active requires verification. No prior account is required; a valid CAPTCHA is still required, and successful abuse permits bulk account creation and impersonation of email-address owners.
