Subscriber-level avatar metadata modification via unchecked migration

Missing authorization in 10up Simple Local Avatars 2.8.4 and earlier allows remote authenticated users to migrate all users' avatar metadata. The migrate_from_wp_user_avatar() function runs the site-wide WP User Avatar migration without verifying the caller's capability. Subscriber-level access is sufficient, and the bounded impact is unauthorized modification of avatar metadata rather than account takeover.
