Improper access control in NetScaler ADC and NetScaler Gateway allows remote attackers to access unauthorized files via management interfaces. NetScaler has not published the affected request handler or the access-control operation that mishandles requests. Exploitation requires access to an appliance NSIP, Cluster Management IP, local GSLB Site IP, or SNIP with management access.
