Restricted config-page access via ignored entity hook

Missing authorization in Drupal Config Pages before 2.18.0 allows remote authenticated users to access restricted config-page edit forms. The edit-page access path fails to invoke hook_ENTITY_TYPE_access(), so custom entity-access restrictions are not enforced. Exploitation requires the edit ID config page permission and a site that relies on that hook, exposing protected settings to viewing or modification.
