File disclosure via unchecked static-file path

Path traversal in Viglet Shio CMS 0.3.0 through 0.3.8 allows remote authenticated users to read files via a crafted fileName. The shStaticFilePreUpload function resolves a static-file path from fileName without restricting traversal outside the intended directory. The network-facing operation requires low privileges, and the documented consequence is limited to reading files outside that directory.
