Brute-force protection bypass via resettable cookies

Improper login-attempt restriction in PAD CMS 1.2.1 and earlier allows remote attackers to bypass brute-force protection via reset cookies. The login flow stores the attempt count and timeout only in the client-controlled login_count and login_timeout cookies, so deleting or resetting them clears the apparent restriction. No authentication is required; repeated password guesses can continue until valid credentials are found across the www, bip, and www+bip templates.
