Account takeover via uninitialized password recovery parameter

Missing initialization in PAD CMS 1.2.1 and earlier allows remote attackers to change passwords for accounts that never used recovery. The password recovery path improperly initializes a parameter, so an untouched recovery state is accepted when assigning a replacement password. The request requires no authentication or user interaction, and successful use grants control of the targeted account across the www, bip, and www+bip templates.
