Unauthenticated service interruption via zero-cost GraphQL queries

Denial of service in affected GitLab CE/EE 11.10 and later releases allows remote attackers to make instances unresponsive via GraphQL. BaseResolver.complexity_multiplier returns zero whenever iid or iids is supplied, so expensive resolver work is assigned no query cost. No authentication or user interaction is required; crafted requests containing very large ID arrays can saturate Puma worker CPUs and interrupt service.
