Stored XSS via unsanitized notice content

Stored XSS in RuoYi 4.8.0 through 4.8.1 allows remote authenticated users to execute JavaScript in another backend user's browser. SysNoticeController.addSave passes attacker-controlled notice content to insertNotice without sanitization, and the edit view renders the stored value without encoding. Exploitation requires system:notice:add permission and a backend user to open the stored notice, exposing browser-accessible data and actions in that user's session.
