Service crash via fatal SCTP fragment handling

Reachable assertion in Open5GS 2.7.0 through 2.7.3 allows local users to crash the AMF or MME with an oversized SCTP message. The receive handlers treat fragments lacking MSG_EOR as fatal errors and invoke ogs_assert_if_reached instead of reassembling or dropping them. Low-privilege access to an affected core's SCTP interfaces is required; a crafted fragmented message terminates the process and interrupts its cellular control plane.
