Blind SQL injection in Concept Intermedia GOV CMS before 4.0 allows remote attackers to execute arbitrary SQL through the search parameter. The search-query handler fails to sanitize the parameter before using it in a database query, enabling blind inference and arbitrary SQL execution. No authentication or user interaction is required; successful requests can read or modify database data and interrupt service.
