Persistent denial of service via full-blob loading

Resource exhaustion in GitLab CE/EE allows remote authenticated users to cause an instance-wide service outage through large file uploads. The /-/edit// endpoint loads an entire repository blob into memory on every request, so concurrent requests exhaust RAM and CPU and crash-loop Puma workers. Developer-level write access to a controlled repository is sufficient; affected releases are 7.8 before 18.1.6, 18.2 before 18.2.6, and 18.3 before 18.3.2.
