Server hang via nested FOR-loop CPU exhaustion

CPU exhaustion in SurrealDB before 2.0.5, 2.1.x before 2.1.5, and 2.2.x before 2.2.2 allows remote authenticated users to hang the server. The ForEachStatement interpreter limits each loop separately but does not check cancellation or timeout state on every iteration, so nesting multiplies work without an aggregate bound. OWNER or EDITOR permission at root, namespace, or database scope is required; execution monopolizes CPU, blocks queries and connections, and requires a manual restart.
