System crash via unchecked workqueue allocation

NULL pointer dereference in Linux Kernel 5.12 through 6.19.3 allows local users to crash the system during PCI endpoint setup. In epf_ntb_epc_init(), the driver accepts a NULL return from alloc_workqueue() and later passes that invalid workqueue pointer to queue_work(). Reaching the fault requires CAP_SYS_MODULE or root access to load pci-epf-ntb or pci-epf-vntb and an allocation failure during initialization.
