Service interruption via zero-VCPI negative shift

Shift-out-of-bounds in Linux Kernel DisplayPort MST code allows local users to interrupt service during DP 2.1 monitor teardown. drm_dp_atomic_release_time_slots applies BIT to vcpi minus one after delayed destroy work resets a disconnected monitor's VCPI to zero. Exploitation requires low-privileged local access and the DP 2.1 disconnect race; the fault affects availability without data disclosure or modification.
