Kernel warning via stale cpuset partition state

Incorrect state handling in the cpuset component of affected Linux Kernel releases allows local users to trigger a kernel warning. During CPU hotplug, cpuset_hotplug_update_tasks fails to invalidate partitions when subpartitions_cpus becomes empty, so remote_partition_disable tests effective_xcpus against an already-cleared mask. Reachability requires privileges to alter cgroup v2 cpuset partitions and offline a CPU; the demonstrated result is a warning and incorrect partition-validity reporting.
