Local kernel crash via undersized RX ring

Integer validation flaw in affected Linux Kernel releases allows local users to trigger kernel warnings or crashes via ethtool -G. The otx2_set_ringparam function passes an RX ring size below 16 into Q_SIZE, whose shift calculation receives an invalid exponent. Reaching the condition requires local privileged control of an octeontx2 interface; Red Hat reports no memory corruption or privilege escalation.
