Local service interruption via uninitialized VF queues

Uninitialized resource use in the Linux Kernel hns3 VF driver allows local users to interrupt service when transmit queue counts differ. hclgevf_knic_setup allocates hdev->htqp by hdev->num_tqps but initializes entries only through the smaller kinfo->num_tqps count, leaving later queue-pair pointers uninitialized. Exposure requires the hns3 virtual-function driver and a queue-count change that makes kinfo->num_tqps smaller; the published impact is limited to availability.
