Unauthorized agent creation via any-match permission check

Authorization bypass in LibreChat before 0.7.9 allows remote authenticated users to create agents despite denied CREATE permission. The checkAccess function in api/server/middleware/roles/access.js uses permissions.some(), so one allowed permission satisfies a multi-permission check. A USER account with USE but without CREATE is sufficient, and the same any-match logic also affects PROMPTS checks.
