Process crash via out-of-bounds scatter indices

Improper input validation in OneFlow 0.9.0 allows local users to crash a Python process by supplying out-of-range scatter indices. The flow.scatter and flow.scatter_add kernels route the resulting bounds failure through a fatal logging path instead of raising a Python exception. The caller must already be able to execute Python code in the affected process; the demonstrated consequence is an abort with a core dump, not data access or code execution.
