Account takeover via unchecked password-reset target

Incorrect authorization in eladmin 2.7 and earlier allows remote authenticated users to reset any user's password through the user API. The /api/users/resetPwd route accepts numeric user IDs and passes them through userService.resetPwd to UserRepository.resetPwd without verifying authority over the selected accounts. Any authenticated account can target the administrator ID, replace its password with the default reset value, and then sign in as that administrator.
