Unauthenticated department-data disclosure via unchecked endpoint

Missing authorization in RuoYi 4.8.2 allows remote attackers to read sensitive department data through the selectDeptTree endpoint. SysDeptController passes an attacker-selected deptId to deptService.selectDeptById without the permission annotation used by other department operations. No authentication or user interaction is required; exposure is limited to department records returned for attacker-chosen identifiers.
