Script execution via unencoded forum topic fields

Stored XSS in the Forums module of Tendenci CMS 15.3.7 allows remote authenticated users to run scripts in viewers' browsers. The new-topic subject and message fields store unsanitized input, which forum pages render without output encoding. A low-privileged user must be able to create a topic, and a victim must view the category or topic; the script then runs in that viewer's session.
