Service hang via cross-path connection-ID retirement

Infinite-loop denial of service in Cloudflare quiche 0.15.0 through 0.24.4 allows remote attackers to hang QUIC processing. The packet-generation path processes cross-path connection-ID retirements while enforcing that a packet cannot retire its own active ID, and full ID synchronization leaves the send loop without an exit. A completed QUIC handshake and crafted retirement frames are required; the loop monopolizes processing and interrupts the embedding service.
