Unauthenticated IdP deletion via unchecked delete_config action

Missing authentication in Cloud SAML SSO – Single Sign On Login 1.0.19 and earlier allows remote attackers to delete configured IdPs. The delete_config branch of csso_handle_actions() accepts an unauthenticated action request and deletes the selected IdP without a capability check. No account or user interaction is required; removing the IdP breaks the SSO authentication flow and prevents affected users from signing in.
