Unauthenticated SAML settings modification via unchecked action

Missing authorization in Cloud SAML SSO 1.0.19 and earlier allows remote attackers to alter SAML organization settings via POST requests. The set_organization_settings branch of csso_handle_actions() passes client-supplied values directly to update_option() without a capability check or CSRF nonce. Unauthenticated network access is sufficient to toggle signing or encryption settings, disrupting SSO and interrupting authentication service.
