Memory disclosure or crash via unchecked RV60 quantizer

Out-of-bounds read in FFmpeg 8.0 RV60 decoding allows remote attackers to disclose memory or crash a process through crafted video. In libavcodec/rv60dec.c, decode_slice accepts a quantization parameter as high as 65 and uses it to index the 64-entry rv60_qp_to_idx array. A user or application must process attacker-supplied RV60 content; the bounded effects are memory disclosure and a process crash.
