Local process hang via malformed rnglists header

Infinite loop in readelf in GNU Binutils 2.45.1 and earlier allows local users to hang the process via a crafted binary. The .debug_rnglists parser reports an oversized length field without advancing past the malformed header, so it processes and warns about the same data repeatedly. The trigger requires invoking readelf on attacker-controlled input; the impact is confined to unbounded warning output and a hung readelf process, with no reported memory corruption or code execution.
