Stored XSS via shallow PDF dictionary inspection

Stored XSS in PublicCMS 5.202506.d and earlier allows remote authenticated users to execute JavaScript when a user views an uploaded PDF. CmsFileUtils.isSafe checks only top-level PDF dictionary keys, so JavaScript nested under /AA and /O is incorrectly marked safe and stored. Successful exploitation requires upload access and a second user's viewing action; script execution can steal credentials or invoke APIs in that user's browser context.
