Incorrect authorization in Discourse allows remote authenticated users with moderator access to take over non-staff accounts by changing email. The user-administration email edit path accepts a moderator-initiated reassignment without an administrator-only authorization check. The gate is moderator access with require_change_email_confirmation disabled; affected releases are before 3.5.4, 2025.11.0-latest through 2025.11.1, 2025.12.0-latest, and 2026.1.0-latest.
