Service hang via unchecked multipart EOF reads

Denial of service in aiohttp 3.13.2 and earlier allows remote attackers to hang a server via a crafted multipart POST body. When Python assertions are disabled, BodyPartReader._read_chunk_from_stream continues reading after EOF because its assertion-only guard is removed. Exposure requires -O or PYTHONOPTIMIZE=1 and an application handler that calls Request.post(); the resulting infinite loop interrupts that service.
