Resource exhaustion via unlocked concurrent quota checks

Resource exhaustion in Pterodactyl Panel before 1.12.0 allows remote authenticated users to exceed server resource limits via raced API requests. The Client API controllers validate database, allocation, and backup quotas before creation without locking the server's related resource models, so concurrent requests pass the same stale limit check. A low-privileged server user must win the race with parallel creation requests; success can exhaust shared node allocations or backup storage and deny those resources to other users.
