State corruption via duplicate ETS list insertion

List corruption in Linux Kernel 5.14 allows local users to duplicate an ETS class in the active list through qdisc reconfiguration. In ets_qdisc_change, a DRR-to-strict transition fails to unlink an active class, so a later strict-to-DRR transition inserts the same list node again. Local authority to change the ETS qdisc is required; the published reproducer demonstrates a kernel warning with list debugging, not a crash or privilege gain.
