Service interruption via retained BPF kptr references

Resource leak in affected Linux kernel branches starting at 6.4 allows local users to exhaust memory through per-CPU BPF hash map updates. pcpu_copy_value() replaces map values without freeing BPF_KPTR_REF or BPF_KPTR_PERCPU fields from the prior value, retaining their referenced memory until map destruction. Reachability requires local permission to create and update a qualifying BPF map; repeated updates can consume kernel memory and interrupt service.
