Authenticated certificate management via missing permission check

Improper access control in Axigen Mail Server allows remote authenticated users to manage SSL certificates through the WebAdmin interface. The page=sslcerts endpoint fails to enforce the Security & Filtering permission and performs certificate view, download, upload, and deletion operations for a zero-permission delegated administrator. A delegated administrator account is required, and the direct consequence is unauthorized certificate disclosure, replacement, or deletion.
