Authenticated file disclosure via unchecked decoded path

Path traversal in Langchain-Chatchat 0.3.1 and earlier allows remote authenticated users to read arbitrary server files. The _get_file_path function base64-decodes the user-supplied file_id, joins the decoded path without validating its resolved location, and returns the resulting file. Low-privileged access to the files API is sufficient to disclose files readable by the service account, including configuration data.
