System hang via unintended AXI clock gating

Improper clock handling in Linux 6.11 through 6.17.7 allows attackers to hang TH1520 systems via unintended AXI clock gating. The TH1520 AP clock driver permits unused AXI gates to be disabled even though the SoC crossbar lacks proper timeout handling, leaving bus transactions stalled. Reachability requires a TH1520 system and an affected clock-gating event; the resulting bus timeout can freeze the entire system.
