CAN transmission stoppage via failed URB cleanup

Resource exhaustion in the Linux kernel gs_usb driver allows local users to stop CAN transmission by causing failed USB bulk transfers. gs_usb_xmit_callback() fails to release the echo slot and driver context or restore URB accounting when usb_submit_urb() fails. Each failure removes one transmit URB from service, so repeated errors degrade throughput until the CAN send queue can no longer transmit.
