Local timestamp modification via missing UID check

Improper access control in the Linux NFS client allows local users to modify file timestamps without server permission. The nfs_setattr path permits delegated timestamp updates without comparing the inode UID to the caller's fsuid, so mismatched users bypass server-side authorization. Reachability requires a locally accessible NFS mount with delegated timestamps enabled; the bounded impact is unauthorized atime or mtime modification.
