Cross-model resource replacement via missing upload authorization

Incorrect authorization in Juju 2.9 before 2.9.56 and 3.6 before 3.6.19 allows remote authenticated users to replace application resources. The controller resource handler applies the same basic identity check to downloads and uploads, accepting PUT data without verifying model write access. Any authenticated user, machine, or controller with a model UUID and resource identifiers can poison another model's cached file or OCI image.
