All-module shutdown via pre-resize tax-cost vector indexing

Denial of service in EVerest Core before 2025.10.0 allows remote attackers to shut down every EVSE module via a crafted charge response. The DC_ChargeLoopRes receipt converter indexes the empty Receipt.tax_costs vector before resizing it, then writes TaxRuleID through the resulting null reference. Access to the adjacent charging network is required; SIGSEGV in the ISO 15118 module makes the manager terminate all other modules.
