Charging-station shutdown via assertion-triggering ChargeLoop requests

Improper input validation in EVerest Core before 2025.10.0 allows remote attackers on an adjacent network to shut down managed EVSE services. The Evse15118D20 ChargeLoop deserializer calls assert(false) when a request marks no control mode as used instead of rejecting the invalid message. No privileges or user interaction are required; the assertion aborts the module, and the manager then terminates every module, interrupting all EVSE handled by that manager.
